An exciting opportunity has become available with our prestigious client who is a prominent government department. The client is seeking an experienced Technical Author to join their welcoming team.

 

The Technical Author Role:

The post holder is responsible for the technical authorship and update of Defence Regulations and associated guidance material applicable to the DOSR HS&EP domain in the topics of Directed Energy Weapons, and supports reports on the status of relevant DOSR Regulatory material. The post has no LM responsibility and reports directly to the DOSR-Regulations-ATL. The post holder holds the following responsibilities, and is required to deliver the following articles throughout the duration of the tenure in DOSR:

  • Review of UK Current Legislation related to Directed Energy Weapons (DEW): Identification of relevance of current legislation to DEW systems, including identification of gaps in current legislation, and proposal of action plan wrt. either pursuit of DED from CAOR or proposal of AMC from CAOR. Delivery of formal review of current UK Legislation and its applicability to DEW, in the form of a legislation matrix. Engagement with wider DSA regulators to ensure legislation compliance is captured through the Defence Legislation Support Tool (DLST)
  • Review of Current DOSR Regulation and Regulatory Guidance related to Directed Energy Weapons: Identification of relevance of current defence regulation to DEW systems, report summarising the above, and containing a proposed action plan, identifying: Potential Exemption of LDEW from specific DOSR Regs, potential amendment to specific DOSR Regs and guidance to enable incorporation of DEW, potential AAMC to achieve compliance with relevant DOSR regs, development of new regulation/policy to be incorporated into DOSR regulation and guidance set to address gaps between regulation and legislation of LDEW
  • Provision of proposed up-issue to DOSR Regulations and Guidance: Addressing gaps in DOSR regulation and guidance wrt. DEW and production of AAMC for DEW systems to facilitate compliance with defence regs of DEW systems. Authorship of Alternative Acceptable Means of Compliance for DEW where it has been identified that there are defence regulations relevant to DEW, but the current Acceptable Means of Compliance is not relevant to, or appropriate for, DEW systems
  • Identification of topics where there is a lack of regulation for Directed Energy Weapon systems, and authorship of proposed regulation and AMC to cover identified gap: Proposal for change of legislation wrt DEW where required
  • Organisation and Participation in DEW specific meetings and working groups: The post holder is required to engage with DOSR stakeholders across defence through DEW related meetings and working groups, to ensure the stakeholder community is engaged throughout the regulatory development process
  • Upskilling of DOSR team with respect to Directed Energy Weapons topics: Support with the upskilling of the DOSR team in the topics of DEW and lasers to support DOSR and DSA contingency planning and future proofing.

 

What the Technical Author Will Need:

  • Active SC clearance
  • Strong understanding of current Defence legislation regarding ordnance, munitions and explosives and how this can or cannot be applied to Directed Energy Weapons
  • Ability to review and assess current legislation and Defence regulations, identifying gaps and making proposals
  • Good understanding of existing Health & Safety regulations
  • Previous experience in the assessment of regulations and authorship of Safety Cases or reports
