An exciting opportunity has become available with our prestigious client who is a prominent government department. The client is seeking an experienced Senior Procurement Manager to join their welcoming team.

 

The Senior Procurement Manager Role:

• Develop and enhance project-specific procurement strategies that align with the National Programme Strategy, ensuring security of supply, value for money, and HSQE performance across various contracts.
• Execute the full procurement and contracting process, including pre-qualification, tender management, negotiation, and contract preparation.
• Provide procurement advice across the asset portfolio, addressing specific issues related to the portfolio.
• Support pre-contract procurement for main contractors and influence subcontracting activities where appropriate.
• Ensure compliance with Network Rail policies, procedures, and governance, including legal requirements and EU directives.
• Manage relationships with a range of preferred suppliers, aligning their objectives with business goals.
• Identify opportunities for cost reduction and efficiency improvements, contributing to efficiency targets for the portfolio.
• Oversee the measurement of supplier performance, facilitating effective feedback for continuous improvement.
• Exercise delegated authority to procure in accordance with established policies and governance.

 

What Senior Procurement Manager Will Need:
• Strong commercial aptitude and comprehensive knowledge of the relevant supplier market.
• Diverse and successful procurement and contracts background, with experience in negotiation and developing procurement strategies.
• Ability to communicate procurement strategies and concepts clearly, persuading and influencing stakeholders effectively.
• Knowledge of EU Procurement Directives and an understanding of contract safety and environmental requirements.

• Experience with e-procurement systems (Desirable)
• Membership of a relevant professional institution (Desirable)
• Knowledge of the rail industry (Desirable)
• Educated to degree level (Desirable)
